A hand recount of ballots conducted last week confirmed that Ann Anderson won the special election for Place 1 on the Frisco City Council, the city said Monday. Anderson, who prevailed by 110 votes over Mark Piland, the former Frisco fire chief, had been declared the winner on Feb. 10 when the Frisco City Council canvassed results. But her swearing-in was postponed when the city accepted Piland's petition for a recount last week.
