The bill dissolves the current five-member CCC and replaces it with a three-member commission appointed solely by the governor. It also makes other changes to cannabis regulations, including allowing retailers to hold up to six store licenses and eliminating the requirement for medical marijuana businesses to be vertically integrated.

The CCC has faced criticism from lawmakers over the past two years for being an ineffective regulator beset by internal conflicts and scandals. This bill aims to restructure the CCC's leadership and clarify its roles and responsibilities to improve oversight and accountability of the state's maturing cannabis industry.
The details
The compromise bill, finalized by a legislative conference committee, will dissolve the existing CCC membership as soon as the governor signs it. The governor will then have 30 days to appoint three new commissioners, with one required to have a background in social justice and the other two in public health, public safety, social justice, consumer regulations, or cannabis production and distribution. No more than two commissioners can have the same political affiliation, and two commissioners will constitute a quorum. The bill also designates the CCC chair as responsible for personnel and administrative matters, and specifies that the executive director will report directly to the chair.
