Two men, Jose Antonio Oliverlo Parra and Jorge Lopez, arrived at the post office to retrieve the package. Lopez was handed the package after presenting the pickup slip, and was then arrested outside the post office. Authorities also observed Lopez receiving messages on his phone from the original sender of the package.
