Snodgrass was the president of his 1966 senior class at Weir High School, where he graduated tenth in his class of 360 students. He attended Bethany College for two years and was a member of the Delta Tau Delta Fraternity before transferring to the University of Pittsburgh, where he earned his undergraduate degree in 1970 and his Juris Doctor in 1974. Snodgrass was admitted to the Bar of the U.S. District Court, Western District of Pennsylvania in 1974 and went on to work as a lawyer for the Small Business Administration and at various law firms in Pittsburgh, where he practiced commercial and consumer law. He also served in the National Guard.
