The City of Norfolk has been awarded an additional $25 million from the Virginia Community Flood Preparedness Fund to support the Resilient Norfolk Coastal Storm Risk Management project. The funding will kickstart the project's voluntary nonstructural program, providing flood mitigation measures such as home raising and basement fills to individual properties, as well as continue the design and construction of Phase 1 of the project.

Why it matters

Norfolk is one of the most flood-prone cities in the U.S. due to its low-lying coastal geography. This grant will help the city take proactive steps to protect hundreds of homes and businesses from the growing threat of coastal flooding and sea level rise.

The details

The $25 million grant will fund two key components of the Resilient Norfolk project. First, it will support a voluntary nonstructural program that will provide flood mitigation measures like home elevation and basement fills to nearly 1,000 individual properties identified as high-risk. Second, it will continue the design and construction of Phase 1 of the project, which spans from the Campostella Bridge to Lambert's Point.

  • In February 2026, Norfolk will begin enrolling 62 Tier 1 pre-eligible homes in the nonstructural program.
  • The overall Resilient Norfolk Coastal Storm Risk Management project is an ongoing, multi-phase initiative.
