A new $80 million affordable housing complex called Tobias Place has opened in the Worth Heights neighborhood of Fort Worth, Texas. The 291-unit development, which features 1-, 2-, and 3-bedroom apartments, is named after Cirildo 'Toby' Tobias, a longtime community leader who passed away in 2012. The complex includes amenities like a community room, business center, workout room, and co-working spaces, and about 90% of the units are set aside for residents earning 60% of the Fort Worth area median income.
Why it matters
The opening of Tobias Place represents a rare new development in the Worth Heights neighborhood, which has seen little investment in recent decades. The affordable housing complex aims to provide local residents with dignified and attractive homes, helping to 'open doors to opportunity' in a community that has historically faced economic challenges.
The details
Tobias Place is located at 549 W. Biddison St., across the street from the Victory Forest Community Center. The $80 million controlled-access complex features a modern light gray and teal color scheme. The main building includes a community room, business center, workout room and library, and co-working spaces. About 90% of the 291 units are set aside for residents who make 60% of the Fort Worth area median income of $85,350 for a family of four. The project was developed by Dallas-based Ojala Holdings with financial assistance from the City of Fort Worth, Tarrant County, Rainwater Charitable Foundation, and Regions Bank.

What they’re saying
“It's overwhelming that somebody who was just a normal, ordinary boy that grew up in the hood would be able to have his name on something. I think of all the people he came upon, all the kids that he helped and, even now, stories will be (told) on and on about that one day — it can happen to them, too.”
— Angela Tobias (Fort Worth Report)
“They have a place to live with dignity. They have someplace beautiful to call home.”
— Elizabeth Beck, Fort Worth City Council member (Fort Worth Report)
“The complex, with its amenities and location, will help 'open doors to opportunity' for residents.”
— Jeanette Martinez, Fort Worth City Council member (Fort Worth Report)
“I was pleasantly reminded that I was a gringo from north Tarrant County trying to develop affordable housing in Worth Heights. Trust is not something that's bought, it's earned.”
— Daniel Smith, Managing Director, Ojala Holdings (Fort Worth Report)
What’s next
The new Tobias Place apartment complex is now open and accepting residents. City officials and community leaders will continue to monitor the impact of the affordable housing development on the Worth Heights neighborhood.
