Fluor Corporation has been selected by America First Refining (AFR) to execute the front-end engineering and design (FEED) for their large-scale refining facility in Brownsville, Texas. The new AFR refinery is the first new refining project to be built in the United States in decades.
Why it matters
The construction of a major new refinery in the U.S. is a significant development for the domestic energy industry, which has seen limited investment in refining capacity in recent years. The project is expected to create hundreds of construction jobs and dozens of permanent operational roles once completed.
The details
Under the contract, Fluor will lead the FEED work for the new AFR refinery, which is planned to have a capacity of 300,000 barrels per day. The facility will be located in Brownsville, Texas, near the U.S.-Mexico border. This will be the first new refinery built in the U.S. since the 1970s.
- Fluor was selected by AFR in April 2026 to begin the FEED work.
- Construction on the new refinery is expected to begin in late 2027 upon completion of the FEED phase.
The players
Fluor Corporation
A global engineering and construction firm that provides services to the energy, chemicals, government, and infrastructure sectors.
America First Refining (AFR)
A new energy company focused on building a large-scale refining facility in Brownsville, Texas to serve the U.S. Gulf Coast market.
What’s next
Upon completion of the FEED work, AFR is expected to make a final investment decision on the project in early 2028, with construction potentially starting later that year.
The takeaway
The construction of a major new refinery in the U.S. Gulf Coast region represents a significant investment in domestic energy infrastructure and could help alleviate supply constraints that have impacted fuel prices in recent years.
