The I-10 west crash has dropped speeds to less than 10 mph starting before College Street through the exit ramp to U.S. 69 south, while the backup on I-10 through downtown is building from just past MLK Blvd through N. 7th Street. The southbound U.S. 69 congestion is starting just past Delaware Street and extending through Harrison Avenue.
