The Marion County Animal Shelter noted that Billie Jean was easily frightened and needed a home "to help her learn how to be brave" since she had only interacted with one person and no other animals before being surrendered. During a "dog test" at the shelter, Billie Jean was "afraid, very tense, shaking" as she had never been around other dogs. The shelter said she needed a "slow introduction" to other dogs and a home to help her learn "how to be a normal 1-year-old dog".
