Why it matters
This case highlights the ongoing efforts by law enforcement to combat the distribution of illegal drugs, particularly crack cocaine, in the Waynesboro area. The use of confidential informants and controlled buys is a common tactic to gather evidence and make arrests in suspected drug dealing operations.
The details
According to police, in September and October 2025, a CI informed Waynesboro PD that they could purchase crack cocaine from Paules. The CI was provided with recorded funds and tracked during the alleged transactions, which occurred while Paules was walking a dog and inside the Borough. After each deal, the CI returned the suspected crack cocaine to the officers. On October 2nd, a search warrant was executed at a home on Cleveland Avenue in Waynesboro, which was believed to be where Paules obtained the cocaine. During the search, police found numerous pieces of suspected narcotics and drug paraphernalia, as well as almost $1,800 in cash that was determined to include funds used in the two controlled purchases.
- Around September 25, 2025, Waynesboro PD met with a CI who said they could purchase cocaine from Valerie Paules.
- On October 1, 2025, WPD worked with a CI who again said they could purchase cocaine from Paules.
- On October 2, 2025, Franklin County Probation contacted Waynesboro PD to help with a home check at a home on Cleveland Avenue, which was searched as a suspected place where Paules obtained cocaine.
- On November 19, 2025, Brandon Joseph Kashansky, the resident of the Cleveland Avenue home, pleaded guilty to possession with intent to deliver a controlled substance.
