When police located Washington, they said he appeared to be under the influence of a controlled substance, was yelling, fidgeting, and making aggressive gestures toward vehicles. During a search, officers reportedly found a glass pipe with burnt residue and 15 small plastic vials, 11 of which contained a substance consistent with methamphetamine.
