According to the Commission's data, around 61% of the West Bank falls under full Israeli civil and military control in Area C, with more than 70% of that area classified for colonial use. Over 15% of the West Bank has been declared 'state land' for Israeli settlements, while an additional 18% has been designated as military training zones off-limits to Palestinians. In total, these systems of control cover more than 42% of the West Bank, severely restricting Palestinian development. The number of Israeli settlements and outposts has surpassed 542 sites, housing over 780,000 settlers. Since October 2023, Israeli authorities have reviewed 390 plans for new settlement construction and established 165 new outposts, one of the largest waves of expansion in recent years.
