The City of Portland has won a $275,000 grant from the Healthy & Sustainable Communities Grant Program to fund its GLITTER initiative, a forward-thinking program that combines environmental care with the empowerment of citizens transitioning out of homelessness and poverty. The city is partnering with the nonprofit Ground Score Association to expand their peer-led workforce and clean up micro-debris from the cityscape.
Why it matters
The GLITTER initiative addresses both environmental and social challenges in Portland. By engaging marginalized citizens to lead the cleanup efforts, the program aims to not only improve urban sanitation but also foster a greater sense of community and provide real opportunities for people to move forward.
The details
The GLITTER initiative plans to eliminate between 8-12 tons of small debris and rescue 10-15 tons of typically hard-to-recycle materials, preventing them from ending up in landfills. The program will employ 20 individuals from the Ground Score Association's peer-led workforce to carry out the cleanup efforts.
- The City of Portland received the $275,000 grant award during the U.S. Conference of Mayors' 94th winter meeting in Washington, D.C. on January 30, 2026.
- The GLITTER initiative is set to launch in the coming months to begin the cleanup efforts.
