The first driver, Leonel Carrillo Angel, was stopped for reckless driving and speeding nearly 40 mph over the limit. In the first incident, an Oregon State Police trooper stopped Leonel Carrillo Angel, 25, of Irrigon, for reckless driving and speeding near Highway 395 and Highway 730. The trooper observed signs of impairment, and Angel refused a field sobriety test. Police obtained a warrant to collect a blood sample and arrested Angel, booking him into the Umatilla County Jail on charges including DUII, speeding, careless driving, reckless driving, and firearm possession. A 17-year-old passenger was also cited for minor in possession of alcohol. In the second incident, a trooper stopped Cameron Robert Jennings, 36, of Pendleton, for driving the wrong way on Southwest Emigrant Avenue in Pendleton. Jennings consented to a field sobriety test and breath test, which showed a blood alcohol level of 0.17%. He was cited and released for DUII.
