The Bend City Council is considering adopting Section R327 of the Oregon Residential Specialty Code, which would establish new home-hardening requirements for newly constructed residential structures to help make them more wildfire resilient. The proposed ordinance is scheduled to come back to the City Council for consideration and public comment at its April 1, 2026 business meeting.
Why it matters
As wildfires become more frequent and severe in the region, the adoption of R327 would help improve the overall community's wildfire resilience by requiring new homes to be built with fire-resistant materials and construction practices. This aligns with efforts in nearby communities like Sisters and unincorporated Deschutes County.
The details
R327 establishes wildfire-resilient construction practices for newly constructed dwellings and newly constructed accessory structures, including requirements to use non-combustible or ignition-resistant materials for roofing, gutters, windows and other exterior components. The code does not apply to apartment buildings, commercial construction or additions/renovations of existing buildings, as those are often already required to meet a high baseline of fire resilience.
