The Oklahoma House of Representatives has passed a bill that would exempt grandparents and legal guardians from paying vehicle excise tax when transferring vehicle ownership to their grandchildren or children. The bill, authored by Rep. Rick West, R-Heavener, aims to make it easier for grandparents to gift or sell their vehicles to their grandchildren without additional tax burden.
Why it matters
This legislation is seen as a way to support grandparents and make it more affordable for them to assist their grandchildren. Currently, only transfers between spouses and parents/children are exempt from the vehicle excise tax in Oklahoma. Expanding this exemption to grandparents could encourage more intergenerational wealth transfer and help young families.
The details
House Bill 2967 would expand the list of vehicle transfers that would qualify for the excise tax exemption. Currently, only transfers between husbands/wives and parents/children are exempt. The new bill would add grandparents and legal guardians to the list. 'I'm calling this my grandpa bill,' said Rep. West. 'Grandparents should be allowed to gift or sell their vehicles to their grandchildren without having to pay additional tax to the government.'
- The bill passed the Oklahoma House on a vote of 69-10 on March 31, 2026.
- The bill now moves to the State Senate, where it is authored by Sen. Shane Jett, R-Shawnee.
