Ohio families with young children will soon face a new set of rules when enrolling in kindergarten, after state lawmakers approved a uniform age cutoff that will apply to every school district. Beginning in the 2026-27 academic year, children must be 5 years old by the first day of instruction to be eligible for kindergarten, replacing a system that allowed local districts to set their own deadlines.
Why it matters
The change, adopted through Ohio House Bill 114, shifts the state away from a system that allowed local districts to set their own deadlines for when children must turn 5 to start school. The lack of uniformity caused problems for families, particularly those who moved between districts and encountered different standards.
The details
Under the new law, school districts will be required to admit only children who are 5 years old by the first day of instruction in the upcoming school year. Previously, districts could choose between two cutoff dates, August 1 or September 30, by which a child had to reach age 5. That flexibility is now removed.
- The legislation was signed in late 2025 and will take effect for the 2026-27 academic year.
- Columbus City Schools has proposed a cutoff date of August 25, 2026, pending board approval.
- Cleveland Metropolitan School District has proposed a first day of kindergarten of August 28, 2026.
- Cincinnati Public Schools has listed a requirement that children must be 5 by September 30 to enroll.

What they’re saying
“H.B. 114 brings common sense and consistency across the state for the kindergarten enrollment process.”

What’s next
The individual school districts are still finalizing their school calendars and first days of instruction, which will determine the exact cutoff dates for kindergarten eligibility under the new statewide standard.
The takeaway
The new uniform kindergarten age cutoff in Ohio aims to provide more consistency for families, particularly those who move between school districts, by replacing a patchwork of local enrollment policies with a single statewide standard.
