Two days later, on January 23, police cited a 30-year-old Middleburg Heights man after finding him passed out in a Honda Civic with a hypodermic needle in his pocket. Additionally, on January 17, police cited a 41-year-old Middleburg Heights man for driving a BMW SUV with fictitious license plates registered to a different vehicle.
