Officers then deployed the StarChase tracking device, which allowed them to locate and stop Chukwudi on the Meadowbrook Parkway. Police determined the vehicle was unregistered, uninsured, and displayed license plates that did not belong to it, and that Chukwudi was driving without a valid license.
