A joint partnership involving WinnDevelopment has started a major $26 million overhaul of the Carroll Street affordable housing community in Paterson, New Jersey. The 88-unit complex, originally built over 50 years ago by prominent African-American developer Vera McCants, will undergo renovations to modernize the apartments and common areas without displacing current residents.
