The driver of another vehicle, identified as Victim 1, briefly moved onto the shoulder in an attempt to slow him down before returning to the traffic lane. Morgan then allegedly pulled alongside the vehicle, rolled down his window, and pointed a handgun directly at both occupants while continuing to drive. Both victims told investigators they feared for their safety and called 911 shortly after the encounter.
