Born in St. Louis, Missouri in 1948, Rocca graduated from Lindbergh High School and later attended Southwest Missouri State College, where he played football. He went on to work for the United States Postal Service for 35 years and was also employed by Delehanty Consulting. After retiring, Rocca and his wife moved to Cadiz, where he became involved in the community, volunteering with Helping Hands and participating in water testing efforts on Lake Barkley. He enjoyed traveling, hunting, fishing, boating, gardening, and spending time with family and friends.
