Building maintenance workers eventually gave police a key to the apartment, where they found small amounts of animal food on the floor covered in filth. Old food was scattered across the floor with teeth marks in the packaging, and there was no water available, not even in the open toilet bowl. The temperature in the room where the dogs were found was 42 degrees, while the outside temperature was 32 degrees.
