Euna Solutions, a leading provider of cloud solutions for the public sector, has released a new report examining how government agencies across North America are adopting artificial intelligence (AI). The report finds that while interest in AI is widespread, most agencies remain in the earliest stages of adoption, with structural constraints like security concerns and legacy systems slowing progress.
Why it matters
As AI becomes a foundational layer of public sector infrastructure, the report highlights a clear path forward for agencies to define success early and scale AI responsibly. By focusing on practical applications that strengthen core government operations, agencies can reduce risk and gain immediate efficiency gains.
The details
The report finds that while 57% of agencies are actively exploring and learning about AI, only 16% are piloting small projects, and just 1.6% report broad deployment across departments. Respondents see the most promise in automating high-volume, rules-based workflows like procurement, budgeting, grants, and payments, rather than deploying standalone generative AI tools. More than two-thirds of respondents identified productivity and hours saved as their primary desired outcomes, ahead of cost savings or technical sophistication.
- The survey of 58 public-sector finance and operations leaders was conducted at Euna Solutions' 2025 Eunaverse user conference in September 2025.

What they’re saying
“AI represents a present opportunity for government, not a distant one. The greatest impact of AI is coming from practical applications that strengthen the backbone of government operations—procurement, budgeting, grants, and payments. This is where modern public sector SaaS platforms can deliver measurable gains in accuracy, efficiency, and trust.”
— Tom Amburgey, Chief Executive Officer (Euna Solutions)
What’s next
The report concludes that AI is rapidly becoming a foundational layer of public sector infrastructure, and agencies that define success early and scale AI responsibly will be better positioned to leverage this technology over the next 24 to 36 months.
The takeaway
This report highlights the growing interest in AI among government agencies, but also the structural barriers they face in adopting the technology at scale. By focusing on practical, high-impact use cases that improve core government operations, agencies can overcome these challenges and realize the benefits of AI in the near term.
