Duggar allegedly "cradled" the girl with his arms, had her "sit on the couch beside [him]," and then covered them with a blanket, at which point he "would pull the victim's dress up and touch the victim's thighs" and "graze [her] vagina" on the "outside of her underwear." The alleged conduct occurred "several times," and the girl said she felt "uncomfortable" and "confused." The affidavit states the incidents "stopped occurring" after Duggar "approached the victim" and "apologized for his actions."
